Woah, harsh, ax to grind, much? Unless you were a boarder (or mad ex-boarder), or tresspassing there is no way you could of gotten a look at the water buckets.
Been boarding here for 3+ years now. Horses are very well cared for and in the time I have been here the water tanks have been cleaned out weekly, or bi-weekly in the winter. Pretty much all of the horses are in great weight, if not over size! They are all sane and healthy. The barn manager is super with the horses and right on top of anything that happens and communicates wonderfully with owners. Any feeding issues they are responsive to and it is wonderful the horses are out all day long! All of the extras they have that they do not charge for are very helpful! The fencing is electric tape, the easiest way to fix is a knot, I have had to help a couple times when the fence was down.
