- All Maryland State Parks are Trash Free. Shelter Users are responsible for removing all trash from park at end of day. Bring Large Trash Bags for removal of your trash. Reduce, Reuse, Recycle. No Amplified Music, No Dj's or Bands. Catering is allowed at Shelter. Caterers are required to pay service charge upon entering. The Park is open 9:00 am until Sunset. Pets are allowed in Wilsons and Rock Ridge picnic areas. Pets are allowed at Hills Grove after Labor Day to Memorial Day weekend. Service Charges: A $2.00 per person (Maryland Residents) $3.00 per person (Out of State) Service charge is charged on weekends and holidays, April through October. Weekdays it is charged $2.00 per car (Maryland Residents) $3.00 per car (Out of State). This charge will be collected at the park on the day of arrival. ALCOHOL POLICY EFFECTIVE 11/1/2009: THE CONSUMPTION OR POSSESSION OR AN OPEN CONTAINER OF AN ALCOHOLIC BEVERAGE WILL BE PROHIBITED IN ALL STATE PARK AREAS WITH THE EXCEPTION OF INTERIOR AREAS OF FULL-SERVICE CABINS & MOTOR HOMES. PERMITS MAY BE ISSUED UPON REQUEST BY THE PARK MANAGER FOR SPECIAL EVENTS OPERATING UNDER A USE AGREEMENT. ALCOHOL PERMIT: ALCOHOL PERMITS WILL ONLY BE ISSUED THROUGH A RESERVATION FOR A DESIGNATED SHELTER, OR OTHER APPROVED FACILITY. A $35 FEE WILL BE CHARGED FOR EACH ALCOHOL PERMIT. PERMITS MAY BE REVOKED FOR CAUSE BY PARK MANAGER, THEIR DESIGNEE OR A NATURAL RESOURCES POLICE OFFICER. From Baltimore, take I-95 north to Route 24 exit. Continue north on Route 24 through Bel Air, Rock Spring, and Forest Hill. The Park is located approximately 5 miles north of Forest Hill.
