The Diversity Immigrant Visa program was created as a way to solve the immigration problems in the United States. The US immigration system has been through many changes throughout the years, ranging from free immigration that formed the basis for the establishment of the states and their subsequent unification, to a much tougher policy that exists today which has been influenced by the changing demographics of the American economy and global terrorism threats. These days, the program is another tool used to diversity the population of the United States and to balance immigration rates from countries around the world.
The policy states that countries with more than 50,000 citizens who emigrated to America over the previous five years can not participate in the program, whereas countries with a lower emigration rate are allowed to participate in the Diversity Immigrant Visa program.The DV programs are named according to the year the winning applicants receive their green cards once they have completed all necessary steps in their immigration process. Therefore, the registration for the 2021 DV Lottery program opens October 2019.
