- Bay Area Pet Adoptions/SPCA has been serving the Houston/Galveston Bay Area since 1967. We are a limited admission organization dedicated to the lives of the animals we accept into our program. Our shelter relies solely on donations and minimal shelter earnings to house, feed and provide medical care to the animals at our facility. We are a 501(c)3 nonprofit organization. We do not receive any government funding.
